| Description | The Washington State Department of Ecology (Ecology) is proposing to adopt Chapter 173-539A WAC - Water Resources Program for the Upper Kittitas Groundwater Rule. The Administrative Procedures Act (RCW 34.05.328(d)(e)) requires two types of analyses before adopting a significant legislative rule – a cost-benefit analysis, and a least burdensome alternative analysis. This report provides the results of these analyses and shows the potential economic impacts of the proposed rule. Ecology will use the information developed in these analyses to ensure that the rule is consistent with legislative policy. Ecology has also developed and issued a Small Business Economic Impact Statement (SBEIS) as part of the rule-making process. |
