Description The Washington State Department of Ecology (Ecology) is adopting a new rule, WAC 173-422A, to cover motor vehicle emissions inspections that will take effect in 2012. Ecology will repeal the existing rule WAC 173-422 sometime after it no longer applies. The Administrative Procedure Act (RCW 34.05.328(d) (e)) requires two types of analysis before adopting a significant legislative rule: a cost-benefit analysis and a least burdensome alternative analysis. This report provides the results of these analyses and shows the potential impacts associated with the rule.
