Description | The Carpenter-Fisher subbasin water reserve in the Skagit River basin is now closed to new uses. New development between 2001 and 2009 used the water up more quickly than anticipated. There are still options for securing water for new projects. Water reserves were established in 2006 as an exception to the Skagit River basin rule. The reserves provide uninterruptible water supplies for new uses that began after the rule took effect on April 14, 2001. According to the rule, once a subbasin’s reserved water is used up, that area is closed to new unmitigated water uses (that is, water uses whose impact is not offset or compensated for.) This document answers questions about the Skagit River basin rule and the Carpenter-Fisher subbasin closure. |
