Description Cowiche Creek, Wide Hollow Creek, and Moxee Drain are listed on the federal Clean Water Act 303(d) list as impaired for fecal coliform bacteria.

The Department of Ecology collected data from 76 sites throughout the study area during 2004-06 and 2010. These data were analyzed to determine the level of bacteria reduction needed to meet the water quality standards.

This TMDL expresses load and wasteload allocations as a percent reduction needed to meet the concentration-based standard. Load allocations are established for nonpoint sources along North Fork Cowiche Creek, South Fork Cowiche Creek, Cowiche Creek, Wide Hollow Creek, Cottonwood Creek, Shaw Creek, Randall Park Pond, East Spring Creek, Moxee Drain, and DID #11. Wasteload allocations are established for the Cowiche wastewater treatment plant, individual waste discharge permit holders, and Phase II stormwater jurisdictions.
