Description | The purpose of this Guide is to identify how the Washington State Department of Ecology will implement in-lieu fee (ILF) mitigation. This guide is meant, primarily, to provide assistance to qualified entities (e.g., local governments, non-profits) intending to establish ILF programs. Once established, ILF programs provide a potential option for permittees with unavoidable development impacts who need to satisfy requirements for compensatory mitigation. This guide superseded the information regarding in-lieu fee mitigation found in “Wetland Mitigation in Washington State – Part 1: Agency Policies and Guidance”.
NOTES | As of January 2017, Ecology is no longer involved in the authorization or ongoing management of ILF programs, so this guidance is no longer applicable.
