Description | The Washington State Department of Ecology (Ecology) is proposing to adopt Chapter 173-165 of the Washington Administrative Code (WAC) – Certified Water Right Examiners. The Administrative Procedures Act (RCW 34.05.328(d) and (e)) requires two types of analyses before adopting a significant legislative rule – a cost-benefit analysis and a least burdensome alternative analysis. This report provides the results of these analyses and shows the potential impacts associated with the proposed rule. | ||||
