Description This report reviews two of the economic analyses performed by the Washington State Department of Ecology to estimate the costs and benefits of the proposed Petroleum Refinery Greenhouse Gas Emission Requirements rule (chapter 173-485 WAC). These analyses – the Cost-Benefit Analysis (CBA) and Least-Burdensome Alternative Analysis (LBA) – are based on the best available information at the time of publication.
