Description The state's Water Pollution Control Act and the federal Clean Water Act require entities that discharge water-based pollutants to surface or groundwaters or municipal sewage systems to obtain permits. In Washington, the dischargers are required to pay fees to support the State's program to administer these permits. This report shows the revenues collected and spent by the Department of Ecology.
