Description This guidance is for generators, transporters, and fuel storage terminal operators that generate water-fuel mixtures. It does not apply to used oil or used oil mixed with water. Generators must determine whether to manage water-fuel mixtures as dangerous waste or recycle them under an exclusion. This publication includes examples of materials that are and are not considered dangerous wastes.
