Description The Model Toxics Control Act (MTCA) requires Ecology to develop a comprehensive Ten-Year Financing Report every even-numbered year. The report is produced in cooperation with local governments that have responsibilities to clean up hazardous waste sites. It identifies the estimated costs of long-term remedial actions, and estimates future funding that will be needed from the three MTCA accounts: State Toxics Control Account (STCA), Local Toxics Control Account (LTCA) and Environmental Legacy Stewardship Account (ELSA). This 2014 report includes estimated cleanup costs for the ten-year period from 2015 through 2025 (biennium 2015-17 through biennium 2023-25).
