Description Three exceedances of the federal PM10 (fine particles) standard occurred in Fall 2013 in Kennewick. This document presents evidence that the events described qualify under the Exceptional Event Rule. EPA’s concurrence with this demonstration will allow these values to be excluded from regulatory compliance determinations for the area.

Appendix A is included in the main document.
