Description | Lake Spokane, created by Avista Corporation’s (Avista) Long Lake Dam, does not meet Washington State water quality standards for dissolved oxygen. In 2010, the Environmental Protection Agency approved the Washington State Department of Ecology’s (Ecology) plan to improve the lake’s water quality: The Spokane River and Lake Spokane Dissolved Oxygen Total Maximum Daily Load (TMDL). To achieve compliance with the dissolved oxygen standard, the TMDL requires significant reductions in phosphorus concentrations. One of Ecology’s commitments in the TMDL is to write a report every two years (a biennial report) to document progress toward meeting the TMDL allocations. This document serves as the first two biennial reports, so it contains information about activities to reduce nutrients from 2010 through 2014. The document is a report card of sorts on the commitments described in the TMDL, the activities taking place to reduce phosphorus, and the progress made toward achieving water quality standards. | ||||
