Description The 2010 Spokane River dissolved oxygen TMDL assessment required a reduction in the phosphorus discharge limit for the Inland Empire Paper Company (IEP). During their 2011 permit revision, IEP requested a discharge exemption for non-contact cooling water (NCCW), sourced from well(s) near the Spokane River. In response, Ecology agreed to work with IEP to evaluate the local hydrologic connection between the river and underlying aquifer.

In 2012-2013, Ecology collected surface water and groundwater data from 10 sites along and within IEP’s facility. These data were analyzed to (1) determine whether an allowance for the NCCW phosphorus is appropriate and (2) provide recommendations for future revisions to IEP’s NPDES permit.

A mixing model was used to estimate the volume fraction of river water pumped by IEP’s NCCW well. It appears that an allowance addressing this fraction of river water phosphorus load is appropriate.
