Description This report describes two of the economic analyses performed by the Washington Department of Ecology (Ecology) to estimate the incremental expected benefits and costs of the proposed Oil Spill Contingency Plan – Railroad rule (chapter 173-186 WAC; the proposed rule). These analyses – the Cost-Benefit Analysis (CBA) and Least Burdensome Alternative Analysis (LBA) – are based on the best available information at the time of publication.
