Description | Based on research and analysis required by the Regulatory Fairness Act (RFA) – RCW 19.85.070 – Ecology has determined the proposed rule amendments (Chapter 173-182 WAC; Oil Spill Contingency Plan) are likely to have a disproportionate impact on small business. Therefore, Ecology included disproportion-minimizing features in the rule where it is legal and feasible to do so. This Small Business Economic Impact Statement (SBEIS) presents the: • Background for the analysis of impacts on small business relative to other businesses. • Results of the analysis. • Cost-mitigating action taken by Ecology. • Expected net impact on jobs statewide. |
