Description This guidance replaces the Combined Funding Program Environmental Review Guidance ( Publication no. 16-10-0003, 2016). In the State of Washington, the Department of Ecology (Ecology) awards and administers state and federal grant funds under the Clean Water State Revolving Fund (CWSRF). As part of the financial administration process, Ecology must consider social, economic, and environmental impacts of financing these infrastructure projects. The CWSRF environmental review process may use the National Environmental Policy Act (NEPA), or a process called the State Environmental Review Process (SERP) to conduct such reviews. This document contains guidance that assists CWSRF applicants and recipients through the SERP Environmental Information Document (EID) that Ecology uses to make SERP determinations.
