Description Governor Jay Inslee's Executive Order 18-02 directs state agencies to take several immediate actions to benefit Southern Resident Killer Whales. Ecology's Spills Program's immediate actions are to create a curriculum to improve and increase the number of trainings for people with vessels in the whale watching industry to volunteer and assist in the event of an oil spill.
