Description The Department of Ecology is proposing to remove the Industrial Petroleum Distributors cleanup site from the state’s Hazardous Sites List (HSL).
The site was developed as bulk storage in the early 1950’s and used through the late 1980’s. The facility had eight above-ground storage tanks on the west part of the site. A pipeline, that extended 400 feet into Budd Inlet, started from the east part of the site and carried fuel from barges to the tanks. After the bulk storage facility closed, waste oil was stored on site until the early 1990s. Leaks and spills from the pipeline and tanks polluted soil and/or groundwater with petroleum hydrocarbons, xylenes, naphthalenes, carcinogenic polyaromatic hydrocarbons, and lead.
Between 2002 and 2003, the west part of the site was cleaned up under Ecology’s Voluntary Cleanup Program. Ecology issued an opinion letter stating that no further cleanup was needed for this portion of the site. In 2014, Ecology entered into Agreed Order No. DE 10470 with ARCO requiring them to carry out the cleanup plan for the east part of the site. In 2016, ARCO completed the work which included the removal of:
• 944 tons of petroleum contaminated soil.
• 24,354 gallons of wastewater collected during excavation.

Groundwater monitoring continued after the excavation and confirmed that the cleanup was effective.
