Description Washington State requires that cannabis products sold in the state must be tested for harmful substances and for potency. Adequate and up-to-date testing protocols are needed to provide critical guidance to cannabis testing laboratories in order to protect consumers and deliver more accurate laboratory results.

In 2019, the Legislature (HB 2052) directed the Department of Ecology (Ecology) to lead the Cannabis Science Task Force (Task Force) to develop acceptable laboratory quality standards and protocols for cannabis testing laboratories. Ecology currently accredits environmental and drinking-water laboratories.

The Task Force, a group of professionals with expertise in chemistry, laboratory quality assurance and quality control, and state government policy, came together to provide a science-based framework for testing pesticides in cannabis plants and products. Task Force participants came from the Washington State departments of Agriculture (WSDA), Health (DOH), and Ecology, as well as the Liquor and Cannabis Board (WSLCB) and cannabis testing laboratories.

Their recommendations for developing appropriate protocols for testing pesticides in cannabis plants and products include:
• Use existing agricultural method validation protocols and method performance measures developed by the US Department of Agriculture, adapted to cannabis plants and products.
• Establish an interagency cooperative team staffed by WSLCB, WSDA, and DOH to maintain the adopted protocols and provide technical assistance to cannabis laboratories.
• Perform regulatory updates to facilitate these recommendations.
