Description Wastewater and stormwater discharge permits are the state’s primary tool to prevent water pollution. The Washington State Department of Ecology (Ecology) uses the permit system, authorized under the Federal Clean Water Act National Pollutant Elimination Discharge System (NPDES) and the state waste discharge programs, to protect water quality. The permits set conditions to prevent discharges from harming our lakes, rivers, streams, and marine waters. Ecology recovers most of its permit program costs by charging fees to all permit holders.

The state's Water Pollution Control Act and the Federal Clean Water Act require entities that discharge water-based pollutants to surface, groundwater, or municipal sewage systems to obtain permits. The dischargers are required to pay fees to support the State's program to administer these permits. This report shows the revenues collected and spent by Ecology.
