Description This Quality Assurance Project Plan (QAPP) details a long term status and trends monitoring study for small streams in the Puget Lowlands as part of Stormwater Action Monitoring (SAM) program. SAM is the regional stormwater monitoring program funded by the Phase I Municipal Stormwater permit and the Western Washington Phase II Municipal Stormwater permit permittees.

This study of small streams in the Puget Lowlands Ecoregion (called Puget Small Streams, PSS study, or SAM_PSS study hereafter) is designed to answer the question, “Are regional conditions in receiving water quality and biota improving in concert with broad implementation of required stormwater management practices?”
In 2015, the first round of monitoring evaluated the condition (status) of streams (DeGasperi et al., 2018). Beginning in 2020 and thereafter this study will monitor streams changes over time in urban, urbanizing and rural areas of the Puget Lowlands.
