Description Padilla Bay provides important biological, ecological and economic resources for Washington State and its citizens. The shallow estuary is a widely studied subtidal and intertidal habitat. The importance of preserving and protecting Padilla Bay led to its nomination and designation as a Nation Estuary Research Reserve (NERR) in the early 1980’s. Since its designation, and likely before, there has been concern about the quality and impacts of the fresh water tributaries feeding into the bay.

Reducing the amount of bacteria getting into sloughs and tributaries will keep the area safer for people, animals, and food sources like shellfish, as well as protect the tributary watercourses for the for designated uses. The goal of this report is to ensure that inland waters in the Padilla Bay freshwater tributaries attain Washington State water quality standards for FC. More information on the TMDL program and the technical details of this TMDL study can be found in Appendix A.
