Description As directed by the Washington Legislature in Engrossed Third Substitute House Bill 1091, the Department of Ecology and the Department of Commerce are developing recommendations to improve siting and permitting processes for industrial clean energy facilities and projects. This interim report discusses the siting improvement study, coordination with other state efforts to support clean energy, and the approach being used to gather input. The report also includes a high-level summary of areas for improvement based on prior studies and efforts.
