Description To prevent redundancy between the Underground Injection Control (UIC) program rule and the Phase I and II Municipal Stormwater National Pollutant Discharge Elimination System (NPDES) Permits (MS4 Permits), the UIC program rule allows jurisdictions that own or operate Class V UIC wells and are also covered under the Phase I or II MS4 permit to satisfy UIC requirements by the presumptive approach, pursuant to WAC 173-218-090 (1)(c)(C), in the manner described below.
