Description RCW 70A.60.030(1) requires the Department of Ecology to establish a refrigerant management program designed to reduce emissions of refrigerants. This report provides estimates of refrigerant leakage from existing systems in Washington State that will be used to support the development of the state’s refrigerant management program.
