Description This interim guidance is the second document being issued to assist covered entities that are fuel suppliers to better understand how to report and document emissions that are exempt under the Program. This document provides interim guidance on how Ecology will interpret and apply the exemption for emissions from fuels used to transport “agricultural products on public highways” for a period of five years. RCW 70A.65.080(7)(e)(ii).
