Description The Washington State Department of Ecology requests that the United States Environmental Protection Agency approve this revision to the Washington State Implementation Plan proposed by Energy Facility Site Evaluation Council. This proposed SIP revision relates to Startup, Shutdown, and Malfunction provisions that EFSEC adopted by reference in its General and Operating Permit Regulations for Air Pollution Sources - Chapter 463-78 of the Washington Administrative Code.
