| Description | This is one of three State Implementation Plan revisions proposed by the Southwest Clean Air Agency (SWCAA) that the Washington State Department of Ecology is submitting to the United States Environmental Protection Agency (EPA) after public comment and review. This SIP revision relates to Startup, Shutdown, and Malfunction provisions in SWCAA 400 General Regulations for Air Pollution Sources. Ecology is submitting a separate, standalone SIP revision package for non-SSM provisions in SWCAA 400. SWCAA proposed updating the SIP because it amended local regulations that impact how the agency complies with requirements of the federal Clean Air Act. |
