The Washington State Department of Ecology requests that the U.S. Environmental Protection Agency approve this revision to the Washington State Implementation Plan (SIP) proposed by the Spokane Regional Clean Air Agency. Ecology is requesting that EPA approve the revisions in SRCAA Regulation I for incorporation by reference into the SIP. Ecology is also requesting that EPA approve certain Regulation I revisions related to SRCAA’s enforcement authorities and jurisdiction, but not incorporate these revisions within the SIP to avoid conflict with EPA’s independent authorities. |
