Description | This document was developed to accompany the Puget Sound Nutrient General Permit's Final Treatment Plant Financial Capability Assessment (FCA) Guidance. The guidance helps communities assess their ability to pay for wastewater projects by considering things like a community’s capacity for debt, the impact on households of utility rate increases, and disproportionate impacts to vulnerable populations. These questions and comments are based on the feedback provided at two public workshops and during the draft Financial Capability Assessment Guidance's informal review period. | ||||
