Description Ecology completed an Environmental Justice Assessment for the proposed cap-and-invest program agency request legislation. The proposed legislation would modify Washington’s cap-and-invest program to help allow linking Washington’s carbon market with the joint California-Québec market, and to improve the functioning of Washington’s market. Ecology analyzed each proposal in the request legislation and received feedback from Tribes, organizations, and individuals. Ecology expects that the proposed legislation will result in net benefits to overburdened communities and vulnerable populations and has not identified significant impacts to overburdened communities and vulnerable populations.
