Description This guidance explains the Annual Fuel Pathway Report (AFPR) requirements under Washington’s Clean Fuel Standard. All certified pathway holders must submit an AFPR by March 31 each year. Pathways subject to third-party verification must submit verified materials by September 15. The document outlines required attestations, carbon intensity calculators, supporting documentation, and verification requirements for Tier 1, Tier 2, WA-GREET, and Lookup Table pathways. It also includes documentation requirements for renewable electricity and biomethane pathways. Instructions for submitting reports through the Washington Alternative Fuels Portal (AFP) are provided.
