| Description | The Washington Legislature authorized a financial assistance program under the Waste Reduction, Recycling, and Model Litter Control Act to conduct a permanent and continuous program to control and remove litter from this state. The Ramp Litter Cleanup Program (RLCP) was established by SB5040, the Welcome to Washington Act, in the 2021 legislative session and is now codified in RCW 70A.200.190(3). The Department of Ecology administers RLCP through these Guidelines. All grant applicants should read and understand these guidelines along with the Administrative Requirements for Recipients of Ecology Grants and Loans Managed in EAGL before entering into a grant agreement with Ecology. | ||||
