Description The Washington Department of Ecology is proposing to update the state’s litter tax, which was originally created in 1971 and has not been revised since.

Right now, the tax applies to 13 types of products, but the recent 2022 statewide litter study showed that nearly half of all litter by weight comes from products not currently taxed, such as construction debris and parts from vehicles like tires and bumpers.

Ecology’s proposal would expand the litter tax to include these untaxed materials, helping to raise more funding to clean up Washington’s roads, parks, and communities. The goal is to make sure businesses whose products contribute the most to litter also help pay to manage and prevent it.
