Description The Recycling Reform Act directs the Washington State Department of Ecology (Ecology) to examine how a statewide recycling refunds program could be implemented in the state. This type of program places a refundable deposit on certain beverage containers at the time of purchase. When people return their empty containers for recycling, they receive their deposit back. The goal is to encourage more recycling, reduce litter, and make it easier for people to recycle their containers. A key part of this system is the “redemption site network,” which refers to the locations where people can bring back their containers.
