Author(s) Toxics Cleanup Program
Description The Model Toxics Control Act (MTCA), chapter 70A.305 RCW, governs the cleanup of contaminated sites in Washington state. Voters approved MTCA in November 1988 as Initiative 97. The law became effective on March 1, 1989. One of the main purposes of MTCA is to raise “sufficient funds to clean up all hazardous waste sites and to prevent the creation of future hazards due to improper disposal of toxic wastes into the state’s lands and waters” (RCW 70A.305.010).

One mechanism Ecology uses to help advance cleanups is the Remedial Action Grant and Loan (RAG) Program. Under this Program, Ecology offers several types of grants and loans to local governments to investigate and clean up contaminated sites. The RAG Program is governed by the regulations in the RAG Rule, WAC 173-322A.

An Independent Remedial Action Grant (IRAG) is one type of Remedial Action Grant offered by Ecology to provide funding to local governments who independently clean up contamination under the Voluntary Cleanup Program (VCP). This document provides guidance to local governments on how to apply for and manage an IRAG during the 2025-27 biennium, including eligibility and other regulatory requirements and limitations.
