Description This document describes how to apply for grant and loan funding, meet program requirements, and manage funded projects for the 7 funding programs that make up Ecology’s Water Quality Combined Program (WQC). The funding programs are the Clean Water State Revolving Fund (CWSRF), the Centennial Clean Water Program (Centennial), the Clean Water Act Section 319 Program (Section 319), the Stormwater Financial Assistance Program (SFAP), the Sewer Overflow and Stormwater Reuse Municipal Grants Program (OSG), Stormwater Community-Based Public-Private Partnership Program (CBP3), and the Puget Sound Nutrient Reduction Grant Program (PSNR).
