Description Ecology hired Eastern Research Group (ERG) to support the development of our report to the legislature on the allocation of no-cost allowances to EITEs. This report presents information and analysis of the environmental justice and economic impacts of EITE facilities on local communities as well as applicable statewide impacts, and some projections of the impacts of the policies in the Cap-and-Invest Program.
