Description RCW 70A.205.540 requires jurisdictions that have areas that meet specific criteria to provide organics curbside service to single family homes and to nonresidential customers generating 0.25 cubic yards of weekly organic material waste on a year-round1 basis in 2027. By 2030, customers are required to receive this service and food waste must be allowed in the organics curbside collection bin. Ecology refers to the areas that have these requirements as the Organics Recycling Collections Areas, or ORCAs. ORCA impacted jurisdictions must offer individual customer exemptions for customers self-hauling their source-separated organic material to an organics management facility or handling it in an equal or better environmental manner when this service becomes mandatory.
