| Description |
The proposed rule amendment was prompted by statutory amendments to RCW 70A.205.540 that directed Ecology to amend solid waste handling permit requirements for organic materials management facilities to address contamination associated with incoming food waste feedstocks and finished products. Ecology proposes to address that statutory mandate through the proposed rule amendment. Ecology is proposing other amendments in addition to those with an explicit statutory mandate. Many of the chapters focused on requirements for organic materials management facilities have not been substantively updated since 2013. |
