Capacity credits support early investment in clean transportation infrastructure under the Clean Fuel Standard (CFS). The program provides additional CFS credits for the unused capacity of eligible DC fast charging and hydrogen refueling stations installed after January 1, 2023. These credits help bridge the gap before a strong customer base develops. As station use increases over time, unused capacity declines and capacity credits phase out, leaving only regular fuel-dispensing credits. This guidance explains how capacity credits work, who is eligible, how capacity is calculated, and how to apply and report. |
