Description Water Resource Inventory Area 1: This document includes the proposed administrative rules and supplemental environmental impact statement. The Western Washington Instream Resources Protection Program (WWIRPP) is designed to develop and adopt instream flow regulations for most Water Resource Inventory Areas (WRIA) in Western Washington. By establishing instream flows and codifying previously imposed surface water limitations, the possibility of future over allocation of water resources can be minimized.
