Description This manual is intended to support compliance with Chapter 173-180A, Facility Operations and Design Standards rule for oil handling facilities. The manual addresses vessel transfer requirements, transmission pipeline transfer requirements, secondary containment for aboveground storage tanks, storage tank requirements, transfer pipeline requirements, inspections, recordkeeping, noncompliance, rule review and severability.
