Description EPA adopted a new policy on natural events in June 1996. It gives states flexibility in meeting the air quality standard for particulate matter in the case of natural events. Under this policy, high winds are considered natural events under certain circumstances. This focus sheet describes the problem of dust storms and how Ecology and local air pollution control agencies plan to protect public health during these natural events.
