Description

The Department of Ecology (DOE) developed the Mill Creek TMDL to control levels of residual chlorine in Mill Creek downstream of the Walla Walla Wastewater Treatment Plant, the sole source of chlorine residual. Ecology submitted it EPA on March 13, 1992 for review and approval.


EPA's initial review questioned whether the water quality standard for residual chlorine could be met since actual low flow conditions and the dilution needed to meet the water quality standard. However, since the initial study, Walla Walla installed de-chlorination equipment, which, if operated properly would eliminate the residual chlorine problem.
