Description This document was the first attempt for Ecology at developing a watershed characterization approach to model the relative changes in watershed or basin processes. The original Draft was published for review and comment in June 1999, publication number 99-118. A subsequent Operational Draft, dated March 2003, reflects the edits to the introduction from the comments received. The appendices, however, have not been updated since the 1999 draft version.

Ecology moved forward with a refined approach and produced “Protecting Aquatic Ecosystems: A Guide for Puget Sound Planners to Understand Watershed Processes,” publication number 05-06-027, published in December 2005. Ecology advanced this approach further with the April 2012 publication of “Puget Sound Characterization, Volume 1: The Water Resource Assessments (Water Flow and Water Quality)” (publication number 11-06-016).
