Description Substitute House Bill 1272, which enabled the creation of Water Conservancy Boards, was passed by the Washington State Legislature in 1997 Water Conservancy Boards (generally referred to as "WCBs" or "boards" hereafter) are expected to help reduce the backlog of applications for transferring water rights by expediting the processing of voluntary water transfers by the locally administered boards.
