Description | Each plan shall contain a written statement binding the plan holder to its use. The binding agreement shall be signed by the rail plan holder, the owner or operator, or a designee with authority to bind the owners and operators of the railroad or vessel covered by the plan. The agreement is submitted with the plan. | ||||
