Description This form is to be used by individuals who have already been approved as Users in the Compliance Instrument Tracking System Service (CITSS) by a jurisdiction other than Washington State and would like to serve as a Primary Account Representative (PAR), Alternate Account Representative (AAR), or Account Viewing Agent (AVA) for an entity registered under the Washington State cap-and-invest program. These users are called cross-jurisdiction users. This form initiates the process of sharing the user profile between the original jurisdiction and Washington. The Compliance Instrument Tracking System Service (CITSS) is a management and tracking system for accounts and compliance instruments issued by the Washington Department of Ecology to implement the Climate Commitment Act. CITSS tracks compliance instruments (emissions allowances and offsets) from the point of issuance by jurisdictional governments, to ownership, transfer by regulated greenhouse gas emitters and other voluntary or general market participants, and to final compliance retirement. CITSS is administered by the Western Climate Initiative, Inc. (WCI, Inc.).
