Description The Oil Spill Prevention Account (OSPA) and Oil Spill Response Account (OSRA) help fund Ecology’s Spill Prevention, Preparedness, and Response Program. An upcoming OSPA shortfall and depletion of the OSRA will jeopardize our capacity to respond to spills or carry out our ongoing prevention and preparedness work. Our four-step solution would ensure continued highest-level oil spill prevention, preparedness, and response capability.
